Executive Summary
Ugandans in 2018 will after a period of sixteen years yet again go to the polls to elect Local Council I and II. The LC leaders will in turn appoint their executive committee members. The Constitution of Uganda in Article 181(4) states that local government elections will be held every five years.
Despite this, the Electoral Commission last held elections for LC I and II in 2001. The Term of office of the leaders at the two LC levels expired on May 2001 when Uganda was still under a one party system of governance.
