Uganda Women’s Network (UWONET) has conducted an analysis of the Sexual offences, Bill 2019. The Sexual
Offences Bill, 2019 was tabled on the floor for Parliament for its second reading in November 2019 by the Committee
of Legal and Parliamentary affairs after its scrutiny as required by the Rules of Procedure of Parliament. The
Committee report was adopted, and the Bill considered and passed. The enacted Act was sent for Presidential
assent but never signed into law by the President. It was not also re-tabled when the 11th Parliament began its
work. Advocates for the Sexual Offences law are therefore now working forward towards retabling a new bill
before Parliament for enactment being mindful of the pitfalls the previous bill faced.
