Executive Summary

The right to development is provided for in the Constitution of the Republic of Uganda. While it is the responsibility of Government to ensure that all citizens live a dignified life free from poverty and injustice, there are limitations to what Government is able to deliver.

Sometimes resources are limited or inappropriately allocated. Other factors such as natural disasters sand conflicts impede development efforts. Uganda has had its share of such factors. Conflict has been part and parcel of the Uganda State and natural disasters such as droughts and floods have had their toll on the lives of people over time and have increased in magnitude due to climatic change and other conditions
